Biography

Andrey Yankulov was born in 1980 in Sofia. He graduated from the German Language High School in 1999 and majored in law at Sofia University "St. Kliment Ohridski" in 2005. After graduation, he started working as a legal advisor until 2007 when he won a public competition and entered the Sofia District Prosecutor's Office where he worked in the "High-impact and Other Crimes" Department. He was a member of the Professional Ethics Committee at Sofia District Prosecutor’s Office in the time period 2010 - 2014 and the National Prosecutorial Network for International Legal Cooperation between 2013 and 2014. In August 2014, Yankulov was appointed Deputy Minister of Interior, and later, between November 2014 and February 2016, he was Deputy Minister of Justice in charge of government policy in the field of Execution of Sentences. After returning to Sofia District Prosecutor's Office, he worked in the Department for Execution of Sentences until September 2017 when he was promoted to Sofia City Prosecutor's Office upon winning an internal competition. In Sofia City Prosecutor's Office, he worked in the Department of International Cooperation and Execution of Sentences until the end of 2019 when he resigned as a prosecutor. Since the beginning of 2020, Yankulov is a lawyer at the Sofia Bar Association and part of the Legal Team of "Anti-Corruption Fund" Foundation. He also works as a consultant at "PMG Analytics".

His professional interests are focused on Criminal Law, Criminal Procedure, Execution of Sentences Law, International Cooperation in Criminal Matters and Policies in the field of Execution of Sentences.
